Roldan P. Guerrero is a Panamanian Canadian entrepreneur, engineer, and real estate developer based in Ottawa, Ontario. As Founder and President of The TGi Group, he leads a vertically integrated development and construction platform specializing in multi unit residential projects, construction management, and “Missing Middle” housing development across Ottawa and surrounding communities.

With more than 30 years of international experience spanning engineering, capital markets, operations, and executive leadership, Roldan brings a disciplined and execution focused approach to real estate development. His background combines technical engineering expertise, financial strategy, and operational oversight to deliver scalable, finance ready projects aligned with the expectations of private lenders, institutional financing partners, and equity investors.

Prior to founding The TGi Group, Roldan held senior leadership and strategic roles across global organizations including Intel Capital, Corel Corporation, and the Royal Canadian Mint. His experience managing complex industrial operations, international business development, and large scale commercial initiatives continues to shape his practical and process driven approach to development and project execution.

Today, Roldan focuses on creating efficient, high quality residential developments designed to address Ottawa’s growing housing demand while maintaining strong standards in construction quality, project management, and long term investment performance.

Development Strategy – Ottawa “Missing Middle” Housing Development

Roldan is focused on the strategic development of low to mid rise multi unit residential projects across Ottawa, specializing in “Missing Middle” housing solutions including infill developments, urban residential intensification projects, and 10 to 12 unit apartment buildings designed to address the city’s growing housing demand.

His development approach emphasizes efficient land use, practical construction execution, and alignment with Ottawa municipal planning and zoning objectives. By integrating cost effective construction methodologies with disciplined project management and optimized development strategies, each project is structured to improve feasibility, long term asset performance, and overall investment value.

A key component of the strategy includes alignment with CMHC MLI Select financing programs, supporting sustainable growth while creating scalable opportunities for both private and institutional investors. Developments are planned with clearly defined short term and long term exit strategies that balance financial performance with long term community impact.

His background brings together engineering discipline, financial strategy, and operational leadership. With extensive experience in capital structuring, cost and schedule control, industrial quality management, and integrated operations, he is able to align private equity, debt financing, and institutional investment objectives with real world construction execution.

With a Panamanian Canadian background and more than three decades of international business experience, Roldan brings a global perspective and disciplined leadership approach to Ottawa’s evolving real estate and housing market.

Engineering & Project Management Foundation

Roldan began his career as a Project Engineer at Rhodia S.A., where he spent five years managing large scale industrial and infrastructure projects. During this time, he coordinated multidisciplinary engineering teams across mechanical systems, electrical infrastructure, automation and control systems, civil construction, chemical and petrochemical operations, and industrial piping systems.

His role focused on delivering complex projects on schedule and within budget while maintaining strong operational and safety standards. This experience built a strong foundation in project planning, construction coordination, cost control, budget management, and cross functional leadership under demanding real world conditions.

Working within highly technical industrial environments allowed him to develop a practical and disciplined approach to engineering, operations, and project execution that continues to influence his leadership and development strategy today.

Corporate & Capital Markets Experience

Roldan later held senior leadership and strategic positions across technology, investment, and public sector organizations, building extensive experience in international business operations, capital markets, and corporate growth strategy.

Throughout his career, he held leadership roles with globally recognized organizations including Intel Capital, where he served as Manager of Strategic Investments for Latin America, Corel Corporation as General Manager for Brazil, and the Royal Canadian Mint, where he spent approximately ten years as International Sales Director.

These roles provided him with direct exposure to global investment frameworks, institutional finance, and large scale commercial operations across international markets. His experience strengthened his expertise in strategic planning, revenue growth, stakeholder alignment, negotiation, and cross border business development.

Education

Roldan holds a Bachelor of Science in Electrical Engineering from Universidade Estadual de Campinas, completed in 1987. He later pursued graduate specialization studies in Business Economics with a major in Finance at Pontifícia Universidade Católica de Campinas in 1989, followed by a Graduate Specialization in Industrial Quality Engineering from Universidade Estadual de Campinas in 1991.
